Microsoft 365 Copilot in Hong Kong: GPT and Claude at Work

ChatGPT and Claude are blocked in Hong Kong. The models are not. We put them to work inside your Microsoft 365, with the permissions, policy and training that make it safe.

A Hong Kong business can use OpenAI’s GPT-5.6 models and Anthropic’s Claude Opus 5 at work today, legitimately and without a VPN, through Microsoft 365 Copilot: it is licensed in Hong Kong, bundled with Business Standard at US$23.50 and Business Premium at US$32 per user per month since 1 July 2026, and it carries Microsoft’s enterprise data protection, so prompts and documents are not used to train the models. PTS makes the tenant ready, chooses the licences, runs a pilot and rolls Copilot out with the policy and training that keep it governed.

If you arrived here from one of our guides on whether ChatGPT is banned in Hong Kong or how to reach GPT and Claude from Hong Kong, you already know the position: the consumer apps refuse Hong Kong, but Microsoft sells the same models here under its own terms. This page is the practical next step for a business, not an individual. It covers what Copilot gives you, what has to be true of your tenant before you switch it on, and how we run the rollout.

Both frontier model families, one licence

Copilot runs OpenAI’s GPT-5.6 family across Word, Excel, PowerPoint, Outlook, Teams and Copilot Chat, with the newer GPT-6 models arriving through the same channel. Anthropic’s Claude Opus 5 and Opus 5.5 are selectable in the model picker and in Copilot Cowork, Microsoft’s agentic mode, where your tenant offers them.

Your data stays yours

Enterprise data protection applies: prompts, responses and the files Copilot reads are not used to train the underlying models, and your existing Microsoft 365 permissions, sensitivity labels, data loss prevention and audit logging apply to Copilot as they do to email and SharePoint.

Licensed here, not worked around

Copilot is sold to Hong Kong tenants by Microsoft. No VPN, no overseas subsidiary, no breach of a provider’s terms. That matters for any firm whose regulator or clients ask how it uses AI.

Rolled out, not just switched on

Most Copilot disappointments trace back to a tenant with oversharing nobody had noticed, licences given to the wrong people, and no guidance on what staff may put into it. We fix those three things first.

Can a Hong Kong business use Claude and GPT through Microsoft 365 Copilot?

Yes, with one caveat each.

GPT is the straightforward case. Microsoft 365 Copilot is built on OpenAI’s models and is fully available to Hong Kong tenants. Because the licence is with Microsoft, none of OpenAI’s regional exclusions apply, and the same models are available to developers through Microsoft Foundry from a nearby Azure region.

Claude is narrower. Anthropic does not support Hong Kong, and that restriction follows Claude onto AWS Bedrock and Microsoft Foundry, which both decline Hong Kong accounts. Inside Microsoft 365 Copilot, however, Anthropic’s models run with Anthropic as a Microsoft subprocessor under Microsoft’s Product Terms and Data Protection Addendum. Microsoft switches them on by default for most commercial tenants and names only the EU, EFTA, the UK and its government and sovereign clouds as exceptions; it says nothing about Hong Kong either way, and Anthropic itself does not list Hong Kong. So the honest wording is: Claude is available in Copilot where your tenant offers it. Checking your own tenant’s model picker is the first thing we do, before anyone plans around it. Two further caveats belong in writing: Anthropic processing falls outside Microsoft’s in-country and EU Data Boundary commitments, and some advanced models stay off until an administrator accepts Anthropic’s own terms.

What has to be true of your tenant before Copilot goes live

Copilot answers from everything a user can already reach. In most Hong Kong tenants that is more than anyone intended: HR folders shared with “Everyone”, a finance site inherited from a departed administrator, old client files sitting in a public Teams channel. Copilot does not create that exposure, it surfaces it, which is why the readiness work comes first.

  • Permissions and oversharing. We review SharePoint and OneDrive sharing, remove inherited “Everyone” and anonymous links, and where needed apply Restricted SharePoint Search while the clean-up runs.
  • Sensitivity labels and data loss prevention. Labels that stop confidential documents being summarised into an email, and DLP policies that apply to Copilot prompts as well as to Outlook.
  • Identity. Multi-factor authentication for every account, conditional access for Copilot, and no shared mailboxes with a licence.
  • Audit. Copilot interactions logged in Microsoft Purview so you can answer the question “what did staff put into it?” when a client, auditor or regulator asks.
  • The model picker. Confirmation in the admin centre of which model providers are enabled, and a documented decision on whether Anthropic’s models should be on for your tenant.

If your tenant is new or was set up quickly, our Microsoft 365 setup and Microsoft 365 security services bring it to the baseline first.

The PTS Copilot rollout

1. Readiness review

A short assessment of the tenant: sharing and permissions, labels and DLP, identity, licensing in place, and which model providers are enabled. You receive a written findings list with the fixes ranked.

2. Licence and model decisions

Which users justify a Copilot licence and which do not, whether the Business Standard or Business Premium bundle or the standalone add-on fits, and whether Anthropic’s models should be enabled. Our guide to whether Copilot is worth it sets out the decision framework and the current prices; PTS supplies the licences billed in Hong Kong dollars.

3. Security configuration

The permission clean-up, labels, DLP, conditional access and audit settings from the readiness review, applied and documented.

4. Pilot

Two to four weeks with a small group drawn from the teams whose work lives in email, meetings and documents. We set the use cases, collect what worked and what did not, and tune the configuration before anyone else is licensed.

5. Policy and training

An acceptable-use policy for AI, written for your business and your regulator, and short role-based training in English, Cantonese or Mandarin on what Copilot is for, what it is not for, and what may never be put into it.

6. Rollout and measurement

Licences assigned in waves, adoption measured through Microsoft’s own Copilot reporting, and a review at 90 days on whether the licences are earning their keep.

Copilot in Hong Kong for regulated and cross-border firms

For SFC-licensed corporations, Copilot is the governed route to these models: a licensed vendor, enterprise terms, audit logging and a documented third-party due-diligence file, with Anthropic recorded as a Microsoft subprocessor where you enable it. Our SFC Licence Navigator shows which obligations attach to your licence types, and our Security Controls Audit measures where the firm stands.

For firms with staff in Mainland China, the position is different. Copilot is not offered on the 21Vianet-operated Microsoft 365 service, and staff on a global tenant working inside the Mainland need the licensed connectivity we describe in Microsoft 365 in China. Our China IT team handles that side.

Copilot works in Traditional Chinese, Simplified Chinese and English, in prompts and in the documents it reads, which matters for a bilingual Hong Kong office more than most comparison articles acknowledge.

Why PTS

Vendor-neutral on AI, Microsoft-certified on delivery

We recommend Copilot because for most Hong Kong businesses it is the only governed way to reach these models, not because we sell it. Where Gemini or another route fits better, we say so. The AI advisory service covers that wider decision.

Certified, so the controls are real

ISO/IEC 27001 and ISO/IEC 20000 certified, which is what the readiness and audit work above is built on.

Hong Kong, China and Singapore

One team for a tenant that spans the three, including the Mainland constraints that catch most rollouts out.

We run it afterwards

Copilot is not a project with an end date. Under a managed IT service we keep the permissions clean, the policy current and the licences assigned to the people who use them.

Microsoft 365 Copilot Hong Kong FAQs

Is Microsoft 365 Copilot available in Hong Kong?

Yes. Microsoft sells Copilot to Hong Kong tenants, in the Business Standard and Business Premium bundles and as a standalone add-on, and PTS supplies the licences billed in Hong Kong dollars.

Can I use Claude in Hong Kong through Copilot?

Where your tenant offers it. Anthropic’s models are enabled by default in Microsoft 365 Copilot for most commercial tenants and are not listed as excluded for Hong Kong, but Anthropic does not list Hong Kong as a supported country, so we verify the model picker on your own tenant before building a plan on it. Anthropic’s own apps and API, and Claude on AWS Bedrock and Microsoft Foundry, remain unavailable from Hong Kong.

Can I use ChatGPT or GPT in Hong Kong through Copilot?

Yes. Copilot runs OpenAI’s GPT-5.6 family and is adding GPT-6, licensed through Microsoft, so OpenAI’s regional exclusion of Hong Kong does not apply. ChatGPT.com itself remains unavailable.

Does Copilot train on our company data?

No. Enterprise data protection applies to Microsoft 365 Copilot: prompts, responses and the content it reads are not used to train the underlying models, and your tenant’s permissions, labels, DLP and audit apply.

Does our Hong Kong office need Business Premium to run Copilot?

No. Copilot is bundled with both Business Standard and Business Premium and is available as an add-on to other plans. Business Premium brings the security tooling, including sensitivity labels and DLP, that we normally want in place before a rollout, so it is often the better fit for the people who handle confidential material.

Does Copilot work in Chinese?

Yes. Copilot works in Traditional and Simplified Chinese as well as English, both for prompts and for the documents and emails it reads.

Can our Mainland China staff use Copilot?

Not on a 21Vianet-operated tenant, where Copilot is not offered. Staff on a global tenant working inside the Mainland can use it with licensed cross-border connectivity in place; see our Microsoft 365 in China guide.

How long does a Copilot rollout take?

For a tenant in reasonable shape, the readiness review and security configuration take two to three weeks, the pilot two to four weeks, and the wider rollout follows in waves. Tenants with significant oversharing take longer, and we tell you that at the readiness stage rather than at the pilot.

Can SFC-licensed firms use Copilot?

Copilot is the governed route: a licensed vendor on enterprise terms with audit logging, which lets the firm document its third-party due diligence and keep records of use. The firm’s own obligations still apply, and we work alongside your compliance adviser on the policy; we are technologists, not lawyers.
